As the entrusted entity for implementing the Copernicus Atmosphere Monitoring Service (CAMS), ECMWF will issue an Invitation to Tender (ITT) to provide quantitative estimates of natural and anthropogenic surface fluxes of greenhouse gases, which are key drivers of the earth’s climate evolution. Ground-based and satellite remote-sensing observations allow these to be monitored. This ITT is for extending the time-series of CH4, CO2 and N2O surface flux fields, both forwards and backwards (as far as possible) in time, while maintaining their quality at the highest international standard. Periodically, the successful bidder will reprocess the whole period in order to reflect improvements in spatial resolution as well as in modelling and data assimilation techniques used for the atmospheric flux inversions. The documentation of associated errors and comparison with independent observations as well as with main competing international products will also form part of the activities. A proven track record in the field of atmospheric flux inversions will be among the main criteria for selection. Duration of the framework agreement is 31 months. Expected starting date of the services is 1 December 2018.
