The Advanced Mission Planning Aid (AMPA) is a computer-based Mission Planning System (MPS) used by Typhoon, Tornado, Hercules Storm Shadow, Hawk TMk1 and TMk2, King Air and Tucano aircrew to plan, rehearse and debrief airborne sorties. It is considered Mission Critical by the operators in enabling training and operational sorties at UK Main Operating Bases (MoB’s) and in the deployed operational Theatre.

The Air Platform Systems Team, part of the UK Ministry of Defence, intends to let a new, single source, Qualifying Defence Contract (QDC) with DXC Technology, for the Provision of In-Service Support and Post Design Services for AMPA, for 3 years (1st April 2018 - 31st March 2021) with a 1-year irrevocable option period (1st April – 31st March 2022).

Explanation:

The Advanced Mission Planning Aid (AMPA) is a computer-based Mission Planning System (MPS) used by Typhoon, Tornado, Hercules Storm Shadow, Hawk TMk1 and TMk2, King Air and Tucano aircrew to plan, rehearse and debrief airborne sorties. It is considered Mission Critical by the operators in enabling training and operational sorties at UK Main Operating Bases (MoB’s) and in the deployed operational Theatre.

The Air Platform Systems Team, part of the UK Ministry of Defence, intends to let a new, single source, Qualifying Defence Contract (QDC) with DXC Technology, for the Provision of In-Service Support and Post Design Services for AMPA for 3 years (1st April 2018 - 31st March 2021) with a 1-year irrevocable option period (1st April – 31st March 2022).

It is considered that this contract amendment can be placed using the Negotiated Procedure without Prior Publication pursuant to Article 28(1)(e) of Directive 2009/81/EC of the European Parliament and of the Council (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons. This is because only DXC Technology has access to the specific know-how relating to the AMPA system and the necessary technical expertise required to enable the In-Service Support and Post Design Services to be provided.
